<p>Certified as sustainable on the 21st July 2009.</p>
<p class="callout">The Conformity Assessment Body, DNV, has suspended the MSC certification of the <span dir="ltr"><span>Danish Pelagic Producers Organisation North East Atlantic mackerel</span></span> fishery, effective from, 30 March 2012. Fish caught after 30 March 2012 cannot be described or sold as MSC certified or carry the MSC ecolabel; however, fish caught before this date may still bear the MSC ecolabel provided it complies with MSC Chain of Custody requirements for traceability and separation.  The fishery now has up to 90 days to work with DNV to put in place a plan to introduce corrective measures.  If the certification body approves the action plan, the fishery will remain suspended while the corrective measures are being implemented. Failure to put a suitable plan in place will result in the fishery having its certificate withdrawn at the end of the 90 days (i.e. until 29 June 2012).</p>

<h3>More about mackerel</h3>
<p>The Atlantic mackerel <em>Scomber scombrus L.</em> is found throughout the temperate coastal–shelf waters of the North Atlantic and associated seas. In the north-west Atlantic it is found from the Gulf of Maine to the Gulf of St Lawrence, and from Morocco to Norway, including the Mediterranean Sea, Skagerrak, Kattegat and westernmost Baltic Sea in the north-east Atlantic. Periodically, and currently it appears to be such a period, it is also found in the summer off the southern coast of Iceland.</p>
<p>The mackerel is a shoaling fish that spends much of its time in mid water, i.e. it is a pelagic species, but during the winter it tends to form extensive shoal aggregations, typically along the edge of the continental shelf (c. 200 m).  Mackerel spawning takes place in all the shelf waters from the northern North Sea, southwards and into the Mediterranean but the principal spawning ground for mackerel in the north-east Atlantic appears to be in the Celtic Sea area. Spawning commences in the southern Bay of Biscay in late January–February and progressively moves northwards reaching peak intensity in the Celtic Sea in late May–June. Peak spawning west of Scotland and in the northern North Sea is a month later.</p>
<p>After spawning, the mackerel disperse to form smaller summer feeding shoals. Bay of Biscay spawners disperse throughout the Bay of Biscay but some may also move into the English Channel, the Norwegian coast, west coast of Scotland and the North Sea. Fish in the Celtic Sea area also disperse locally but many migrate northwards along the west coast of Ireland, Scotland, northern North Sea and into the Norwegian Sea, including Faroese and international waters of the western Norwegian Sea. Mackerel that spawn in the northern North Sea may also disperse locally or move through to the western Baltic or north to the Norwegian Sea.</p>
<p>From the earliest first-feeding larvae through to adult fish, plankton forms an important part of mackerel diet but mature fish also feed on other small pelagic fish. Generally, they do not feed over winter and the largest, earliest spawning fish do not commence feeding until after they have spawned. Smaller fish that spawn later in the season are more likely to commence feeding before spawning. Whichever is the case, the feeding pattern has a distinct effect on the annual fat (oil) cycle of the fish. In the spring, once spawning is complete, a large (450+g) mackerel has less than 5% body weight as fat but towards the end of the feeding season, in autumn, this increases to 25–30% body weight. Smaller fish tend to have a lower fat content at the end of the feeding season.</p>
<h3>More about the fishing methods</h3>
<p>The mackerel trawls are mid-water or pelagic trawls. The trawl is towed by the fishing vessel at an appropriate level below the surface to catch the herring shoals. The depth is controlled by a combination of trawling speed and wire length. When the trawl is hauled the trawl is brought to the side of the vessel and the catch is pumped onboard into RSW tanks containing refrigerated seawater.</p>
<p>The pelagic trawls used are not designed to fish on the sea bed and any contact with the bottom involves risk of damage to the trawl. The skippers therefore operate the trawl so that there is no contact with the sea bed. As a result, there is no or very little impact on sea bed habitats when fishing with herring trawls.</p>
<p>The purse seine technique involves the setting of a large net around a shoal of fish, closing the bottom of the net to form a “purse”, and then drawing in the net to the vessel. At the time when the “purse” is sufficiently small in size to be brought to the side of the vessel, the catch is pumped onboard and kept in RSW tanks as described above.</p>
<p>As it is the case with the pelagic trawl the purse seine has no contact with the bottom.</p>

<h3>Sustainability strengths</h3>
<p>Some points on which the fishery scored over 90 are outlined below.&nbsp;</p>
<p><strong>Principle 1: the state of the fish stock</strong></p>
<ul><li>The stock is highly likely to be above the point at which recruitment would be impaired. Fishing mortality is well below the point at which recruitment overfishing would occur.<br /></li><li>Reference points are appropriate and have been carefully calculated or estimated based on reasonable and justifiable assumptions.&nbsp; The biomass limit reference point is well above the lowest SSB observed in the time series and there is no evidence of any impaired recruitment over that period.<br /></li><li>A robust stock assessment procedure is in place.&nbsp; The stock has been subject to annual assessment for more than 30 years; these assessments are made relative to agreed biological<br />reference points; major uncertainties are identified and their potential effects analysed and results made explicit. The annual assessments of the ICES working group are subject to peer review within the ICES system.<br /></li></ul>
<p><strong>Principle 2: the impact of the fishery on the marine environment</strong></p>
<ul><li>The fishery is highly targeted and the effects of the fishery on the wider biological diversity are within acceptable limits.&nbsp; All significant retained by-catch is recorded, landed and the data are used for managing the corresponding fisheries and contribute to the annual ICES stock assessments.&nbsp; The spawning stock biomass of the key by-catch species –herring, blue whiting, and horse mackerel all maintain full reproductive capacity.<br /></li><li>The DPPO has a Codex of good practice that requires skippers to avoid all adverse interactions with nontarget species, record and report such interactions.&nbsp; This is successful in that the capture of non commercial fish, birds or marine mammals is extremely rare. Hitherto there have been no records reported and DPPO skippers cannot recall any such interaction within the recent past.<br /></li><li>The fishery is fully compliant with all national and international legislation and conventions for the protection of vulnerable species and habitats.&nbsp; There are a range of ETP species – fish, birds, marine mammals – that are vulnerable to capture by both pelagic trawl and purse seine. Their capture is sufficiently rare that neither ICES nor any other international or national agency has identified a problem associated with this fishery. <br /></li><li>Both gears are aimed at pelagic, mid-water shoals.&nbsp; The trawls are full mid-water pelagic trawls operated in waters of great depth (more than 200 m), as are the purse seines. Neither gear ever comes into contact with the seabed or seabed habitats.<br /></li></ul>
<p><strong>Principle 3: the fishery management systems</strong></p>
<ul><li>The management system for this fishery is consistent with all relevant laws, and is aimed at achieving sustainable fisheries in accordance with MSC Principles 1 &amp; 2. <br /></li><li>Organisations with management responsibility are clearly defined, including their areas of responsibility and interactions. <br /></li><li>The application, since 2007 of a rights-based management system (ITQs) for the Danish NEA Mackerel Fishery provides incentives for DPPO members to conduct fisheries in a sustainable manner.&nbsp; The ITQ system gives them a long-term planning horizon (no “race for fish”) and guarantees them a share of the future (likely increased) TACs and national quotas of a well-managed NEA mackerel stock.<br /></li></ul>
<h3>Challenges</h3>
<p>In order to ensure its continuing
sustainable operation this fishery made a commitment to improving its performance
where it scored between 60-80.</p>
<p>In particular, the client must provide documentary evidence that it fully supports the ICES recommendations with respect to the new mackerel stock management plan. It must also provide documentary evidence that it wishes to see all the major fishing nations in the North-East Atlantic as fully ratified partners of the management plan.</p>
<p>Required actions in this area leading to the implementation of the new plan are expected to result increases in the following scores to the required 80 level or above.</p>
<ul><li>PI 1.2.2: Harvest control rules and tools:&nbsp; SG80: There are well defined and effective harvest control rules in place.<br /></li><li>PI 3.1.3: Long term objectives:&nbsp; SG80: The management policy has clear long-term objectives to guide decision-making that are consistent with MSC Principles and Criteria, and incorporate the precautionary approach.</li><li>PI 3.2.1: Fishery-specific objectives:&nbsp; SG80: The fishery has clear, specific objectives designed to achieve the outcomes expressed by MSC’s Principles 1 and 2.</li><li>PI 3.2.2: Decision-making processes:&nbsp; SG80: The fishery-specific management system includes effective decision-making processes that result in measures and strategies to achieve the objectives.<br /></li></ul>
