<p>Certified as sustainable on 21st January 2009</p>
<p class="callout">The Conformity Assessment Body, Food Certification International Ltd., has suspended the MSC certification of the <span dir="ltr"><span class="breadcrumbSeparator"> </span> </span> <span dir="ltr"> <span>Scottish Pelagic Sustainability Group Ltd western component of North East Atlantic mackerel </span> </span> fishery, effective from, 30 March 2012. Fish caught after 30 March 2012 cannot be described or sold as MSC certified or carry the MSC ecolabel; however, fish caught before this date may still bear the MSC ecolabel provided it complies with MSC Chain of Custody requirements for traceability and separation.  The fishery now has up to 90 days to work with Food Certification International Ltd to put in place a plan to introduce corrective measures.  If the certification body approves the action plan, the fishery will remain suspended while the corrective measures are being implemented. Failure to put a suitable plan in place will result in the fishery having its certificate withdrawn at the end of the 90 days (i.e. until 29 June 2012).</p>

<h3>More about mackerel</h3>
<p>Mackerel is a pelagic fish spending most of its time in mid-water travelling in large dense, shoals, often at great speed and making very long migrations. It is a voracious, opportunistic feeder and feeds mainly on zooplankton, but also on some small pelagic fish. As a result it is a very oily fish, building up high energy reserves during the spring and summer which it needs both for migration and subsequent gonad development during the following winter.</p>
<h3>More about the fishing methods</h3>
<p>The vessels are modern and technologically advanced with on-going investment in state of the art technology. Modern electronic equipment such as sonar, net and catch monitors has greatly improved the precision of this method of fishing. Pelagic trawls are towed at the appropriate level in the water column to intercept target shoals, with gear depth being controlled by altering towing speed and/or warp length. As a result, there is no impact on bottom habitats and bottom structures. The mid-water trawl used by the Scottish pelagic fleet is designed and rigged to fish in midwater, including in the surface water. The large net (considerably larger than a demersal trawl net) consists of a cone shaped body, ending in a codend with lateral wings extending forward from the opening. The horizontal opening is maintained by mid-water otter boards whilst the vertical opening is maintained by chain on the groundline and floats on the headline – although these are not always required – depending on the way the net is rigged.</p>

<h3>Commercial market</h3>
<p>Landings from the Scottish pelagic vessels that fish the Western mackerel fishery are used entirely for human consumption.  Most of such landings are processed locally before export as frozen product to significant markets in Japan, Eastern Europe and sub-Saharan Africa, or to intermediate markets in Western Europe and South East Asia.  Some vessels also land into Norway although the proportion of landings into overseas ports has greatly reduced in recent years due to the increased competitiveness of UK processors, increased vertical integration and stronger links between Producer Organisations and processors.</p>]]></content:encoded>

<p>The Scottish Pelagic Sustainability Group encompasses all of Scotland’s 25 pelagic vessels, all of the processors and the organisations associated with the industry. Formed in 2007, it’s purpose is to oversee the MSC certification of North Sea herring and Western mackerel. SPSG vessels are large pelagic trawlers and the latest addition to the fleet is the 60m long Quantus – a state of the art trawler with improvements in sonar, three dimensional imaging of the relationship between vessel, net and fish shoal and tanks of refrigerated seawater to store the fish on board.</p>
<p>“This is another defining moment for the Scottish pelagic industry as it establishes its environmentally responsible credentials,” John Goodlad, Chair of SPSG describing the mackerel fishery’s certification.</p>
<p>Mackerel is an oily fish high in Omega 3 oils. It is popular smoked, fresh and frozen. Mackerel from the SPSG fishery is sold in shops all over the world in Japan, Denmark, Germany, France, Holland, Eastern Europe, Korea, Thailand and Taiwan.&nbsp;</p>

<h3>Sustainability strengths</h3>
<p>Some points on which the fishery scored over 90 are outlined below.&nbsp;</p>
<p><strong>Principle 1: the state of the fish stock</strong></p>
<ul><li>The species is readily identified by fishers and by regulators and is recorded appropriately.&nbsp; The life history is well understood.</li><li>&nbsp;Robust systems are in place to monitor landings by area, with all EU and Norwegian vessels over 15m required to have VMS.</li><li>The age and sex structure of the stock is monitored as part of the stock assessment so as to detect any impairment of reproductive capacity.</li><li>Technical measures are in place to prevent impacts of the fishery on the currently depleted North Sea component of the Western mackerel&nbsp; stock.</li></ul>
<p><strong>Principle 2: the impact of the fishery on the marine environment</strong></p>
<ul><li>This mid water pelagic fishery has very limited interaction with non-target species.&nbsp; The target species is reported to account for 99% by weight of the overall catch.&nbsp; All bycatch is monitored and counted against the relevant TAC for that species.</li><li>Fishing is conducted in a manner that does not have unacceptable impacts on recognised protected, endangered or threatened species. To date no cetacean or seal bycatch has been seen in this fishery by independent observers.</li></ul>
<p><strong>Principle 3: the fishery management systems</strong></p>
<ul><li>Organisations with management responsibility are clearly defined, including their areas of responsibility and interactions.</li><li>Clear operational procedures exist for meeting fishery objectives, through regular inspection of landings and other feedback systems under the CFP Monitoring Control and Surveillance (MCS) system.</li><li>The management system includes a consultative process including affected parties through the new Regional Advisory Councils.</li><li>The fishery resource and the effects of the fishery are regularly monitored and assessed by ICES.&nbsp; Full details of these assessments are made publicly available.</li><li>Procedures exist under the CFP for reductions in harvest in light of monitoring results on an annual basis.</li></ul>
<h3>Challenges</h3>
<p>In order to ensure its continuing sustainable operation this fishery made a commitment to improving its performance where it scored between 60-80. Some of the actions the fishery has committed to are:&nbsp;</p>
<ul><li>Record all incidences of slippage.&nbsp; SPSG should consult with the Scottish fisheries research services as to what information is required, but it is likely to include estimated quantity of fish by species, reason for slipping, and the condition of the school to give an indication of likely mortality.</li><li>Reduce slippage to minimum.&nbsp; SPSG must set out a strategy to reduce slippage mortality, including a target level as close to zero as reasonably possible.</li><li>Annual verification available that the fishery makes no contribution to the overshoot of the TAC.&nbsp; SPSG must clearly demonstrate that its vessels do not contribute to overshoot of the TAC – i.e that they fish within their annual quota allocation.</li><li>Active support for the development of a NEA Mackerel management plan.&nbsp; A new management plan is expected to be drafted within the period of this certification. The SPSG will be expected to put its full weight behind such a plan, and to promote its adoption at an industry-wide level. The management needs to be demonstrably effective by the end of certification, e.g. in maintaining fishing mortality at or around its target level.</li></ul>
