<p>This is an overview of how the South West mackerel handline fishery scored in
assessment against the MSC standard. For the certifiers evaluation

the criteria of the MSC environmental standard for sustainable fishing.</p>
<p>The&nbsp; fishery scored as follows in assessment against the MSC standard for sustainable fishing. The highest possible score for each principle is 100 and a fishery must score at least 80 against each principle to get certified:</p>

<h3>Sustainability strengths</h3>
<p>Some of the points on which the fishery scored over 90 are outlined below.&nbsp;</p>
<p><strong>Principle 1: the state of the fish stock</strong></p>
<ul><li>The target stock and its life history are well understood by the fishers and regulators. This makes management more relevant and effective.</li></ul>
<p><strong>Principle 2: the impact of the fishery on the marine environment</strong></p>
<ul><li>Mackerel handline fishery has no physical impact on the habitat - the gear used only affects the upper and middle water column. Some loss of lines and hooks does occur but ghost fishing does not occur because the hooks fall to the sea bed and eventually decay.</li></ul>
<p><strong>Principle 3: the fishery management systems</strong></p>
<ul><li>Non-compliance with the management system is dealt with by DEFRA (MFA) through the UK criminal justice systems using agreed and tested procedures. There are high levels of compliance within the handline fishery.</li></ul>
<h3>Challenges</h3>
<p>In order to ensure its continuing
sustainable operation this fishery made a commitment to improving its performance
where it scored between 60-80. Some of the actions the fishery has committed to
are:&nbsp;</p>
<ul><li>South West Handline Fishermen's Association are to monitor stock assessment results and provide evidence of support of any recommended reductions in total fishing effort on the NE Atlantic mackerel stock as a whole.&nbsp; <br /></li></ul>

<p>The <a href="../../../../../get-certified/fisheries/know-the-basics#what-counts-as-a" class="internal-link" title="Know the basics">unit of certification</a> is the unit that is assessed by certifiers against the MSC environmental
standard. It is defined as the fishery or fish stock (a biologically distinct
unit) combined with the fishing method/gear and practice (the vessel/s)
pursuing that stock.&nbsp; This is set at the beginning of the assessment.</p>
<h3>The fishery:&nbsp; Unit of certification<br /></h3>

<p>The handline fishery is located within UK territorial waters off the South West Coast of England. It extends from the Estuary of the River Exe on the south coast to Hartland Point on the north coast of the south western peninsula. The fishery mainly occurs within the six nautical miles zone, which is under jurisdiction of the local Sea Fisheries Committees (Cornwall and Devon).</p>

<p><strong>Method of capture</strong></p>
</td>
<td>
<p>Unbaited hooks with lures or feathers on handlines deployed from small &lt;10m vessels. The lines may be deployed literally and directly by hand, usually on the smaller vessels, or by hand operated mechanical means on the larger vessels.</p>

<p><strong>Stock</strong></p>
</td>
<td>
<p>The stock under assessment is the western component of the North East Atlantic Mackerel stock. The Western Component is defined as mackerel spawning in the western area (ICES Sub-areas and Divisions VI, VII, VIII a, b, c, d, e). The handline fishery for certification is part of the overall fishing pressure on this component of the North East Atlantic mackerel stock.</p>

<p>Scientific research and assessment is carried out by the ICES Working Group and reviewed and evaluated by the ICES Advisory Committee on Fisheries Management. <h3>More about mackerel</h3>
<p>Mackerel is a pelagic fish spending most of its time in mid-water travelling in large dense, shoals, often at great speed and making very long migrations. It is a voracious, opportunistic feeder and feeds mainly on zooplankton, but also on some small pelagic fish. As a result it is a very oily fish, building up high energy reserves during the spring and summer which it needs both for migration and subsequent gonad development during the following winter.</p>
<h3>More about the fishing methods</h3>
<p>The handline method uses either braided twine or strong nylon lines to which hooks are attached. Coloured plastic or feathers are attached to these hooks to attract fish and the line is weighted with lead. Each handline has 25-30 hooks.</p>
<h3>Commercial market</h3>
<p>The bulk of fish is sent to wholesalers around the UK who sell it to retailers and restaurants nation-wide. Some are also exported to the continent, particularly France and Italy.</p>
