<h3>More about Pacific hake</h3>
<p>The Pacific hake (also known as the Pacific whiting) is migratory and inhabits the continental slope and shelf within the California current system from Baja California to Southeast Alaska. All life stages of the Pacific hake are found most frequently at depths between 100-150 metres with a temperature range of 9–15° C.</p>
<p>Eggs of the Pacific hake are neritic and float to neutral buoyancy with eggs and larvae of the coastal stock are pelagic in 40–140 m of water. Juveniles reside in shallow coastal waters, bays, and inland seas and move to deeper water as they get older.</p>
<p>The coastal stock of Pacific hake spawns from December through March, peaking in late January. Coastal stocks have 180–232 eggs/gram body weight, but Puget Sound and Strait of Georgia stocks have only 50–165 eggs/gram body weight. It was estimated that a 28-cm female had 39,000 eggs, while a 60-cm female had 496,000 eggs.</p>
<p>All life stages feed near the surface late at night and early in the morning. Juveniles and small adults feed chiefly on euphausiids. Large adults also eat amphipods, ocean shrimp, squid, herring, smelt, crabs, sometimes juvenile Pacific hake, and pelagic schooling fish (e.g., eulachon and herring).</p>
<p>The Pacific hake is unorthodox amongst the groundfishes because it is highly migratory, moving into many areas of the West Coast, including nearshore shelf, shelf break, and slope. Offshore stocks spawn off Baja California in the winter at depths exceeding 1000 mthen the mature adults begin moving northward and inshore, following food supply and Davidson currents. Pacific hake reach as far north as south eastern Alaska by late summer or fall. They then begin the southern migration to spawning grounds and further offshore.</p>
<h3>More about the fishing methods</h3>
<p>All Pacific hake are caught using pelagic trawl gear, and selectivities for these gears are largely determined by the spatial distribution of the stock relative to the spatial distribution of the fishing activities. Larger fish are primarily caught in Canadian waters, as larger hake have a tendency to migrate further north.</p>
<h3>Fishery tonnage</h3>
<p>The 2009 TAC for the Pacific hakes fisheries are 48,061 metric tonnes in Canada and 135,939 metric tonnes on the Pacific US states of Washington and Oregon.</p>
<h3>Commercial market</h3>
<p>Pacific hake is used in producing a crab-flavored seafood made with
surimi, a fully-cooked fish protein. More recently, it has filled an
important market niche in the frozen fillet and block market. The
product is sold internationally.</p>

<p>Through rationalisation, the Pacific hake, or whiting, mid-water trawl fishery has reduced its environmental impact and ensured sustainable stock levels, and MSC certification is helping it reap the rewards of its efforts. Daniel Waldeck and Jan Jacobs of the Pacific Whiting Conservation Cooperative discuss how the fishery maintains its sustainability and the impact certification has had for its fishers.</p>

<h3>Why we chose MSC certification</h3>
<p>MSC certification has provided the Pacific hake mid-water trawl fishers with an independent assessment of their management system and reaffirmed that the hake fishery is responsibly managed.</p>
<p>"We were hoping the MSC could provide a <strong>third-party verification of what was already perceived by folks inside the process as a well-managed fishery,</strong>" explains Daniel Waldeck, executive director of the Pacific Whiting Conservation Cooperative (PWCC), which represents three major companies fishing for hake, sometimes called whiting, in the north east Pacific.</p>
<p>They were also inspired by the experience of the U.S. pollock fishery off the coast of Alaska, which demonstrated that there might be economic benefits from an independent assessment of fishery management practices.</p>
"One motivation was to <strong>provide a degree of reassurance to seafood buyers and retail outlets that the hake fishery was stable</strong>," says Jan Jacobs, PWCC president.&nbsp;
<h3><a name="what-sets-us-apart"></a>What sets us apart</h3>
<p>
Here are a few of the steps the Pacific hake mid-water trawl fishery has taken towards sustainable fishing:</p>
<ul><li>Ending the ‘race for fish’ has reduced discards and bycatch</li></ul>
<ul><li>Rational harvesting management system has existed in the fishery's catcher-processor sector since 1997; spreading to other sectors in 2011</li></ul>
<ul><li>Hard caps on the amount of bycatch protect vulnerable non-target species</li></ul>
<ul><li>Very little impact on bottom impact due to mid-water trawl</li></ul>
<ul><li>Ongoing commitment to improving management strategy and developing ecosystem plan<br /></li></ul>
<h3><a name="environmental-benefits-of-msc"></a>Environmental benefits of MSC certification</h3>
<p>In 1997, long before MSC certification was even considered, the catcher processor sector of the hake fishery created a harvesting cooperative which allowed them to manage their fishing operations at an individual vessel and company level, and essentially <strong>eliminated the 'race for fish' system.</strong></p>
<p>"The 'race for fish' quota management system forced vessels to fish as fast as possible to secure the largest share of the single quota pool, resulting in waste, unnecessary costs and safety risks," explains Jacobs. "But under the co-op system, vessels were able to<strong> target the most desirable schools of fish, catch only what could be processed into the highest quality products, and avoid areas with elevated rates of non-target species.</strong>"</p>
<p>In order to reduce impacts on non-target species, fishery-wide <strong>bycatch 'hard caps' on the amount of bycatch for species like rockfish and salmon were allocated</strong> to each of the three different sectors of the hake fishery – vessels who deliver their catch to shoreside processors, vessels who deliver it to at-sea motherships for processing, and catcher-processor vessels. This has allowed for more focused management, customised to the specific fishing behaviour of the vessels in each sector.</p>
<p>"That was a pretty prescriptive and difficult management imposition on the fishery, but the fishermen took it to heart and changed their behaviour in a lot of ways. <strong>Reducing bycatch of rockfish became a primary goal of the fishery,</strong>" says Waldeck. "Typically these bycatch caps are preventative measures, so we may approach them but, in general, we haven't exceeded them."</p>
<p>As an example of how conservative these caps are, Jacobs points out that the hard cap on canary rockfish bycatch is only 4.7 metric tonnes while the allowable harvest of hake is in the range of 200,000-300,000 MT annually. "So for most of these bycatch species we're talking about a small fraction of one per cent of what we're allowed to catch."</p>
<p>And the fact that vessels fish for hake in the water column, rather than along the seafloor means there is<strong> very little impact to bottom habitat</strong>.</p>

<h3><a name="economic-benefits-of-msc"></a>Economic benefits of MSC certification</h3>
<p>Certification has helped the fishery both <strong>reach new markets and expand its reach in current ones.</strong></p>
<p>"MSC certification of the Pacific hake fishery has reassured seafood 
buyers around the world that the fishery is stable and sustainably 
managed. This has been an important issue for many seafood companies, 
and what we’re hearing is that they now feel comfortable in pursuing new
 Pacific hake product promotions featuring the MSC logo," explains 
Jacobs. "And we’re excited to see that this is the case <strong>not only in Europe, where the MSC is very important, but also in Asia as well as in the U.S</strong>."</p>

<p>Though it existed long before MSC certification, the catch share 
system in the catcher-processor sector has translated into longer 
fishing seasons, which has resulted in some social benefits.</p>
<p>"With a slower pace of fishing, seasons now last months instead of weeks. So the <strong>crew
 are employed over a longer period of time now, and with higher quality 
products and increased product yields, crew wages are positively 
affected</strong>. Working conditions and safety have improved as well," says Jacobs.</p>
<h3>Looking ahead...</h3>
<p>The fishery is currently evaluating its management strategy to ensure
 it is reactive enough to stock levels and, likely within the next year 
or so, will have in place an <strong>ecosystem plan that will take into account the interplay of the hake fishery and the ecosystem</strong>.</p>

<p>Some points on which the fishery scored over 90 are outlined below.&nbsp;</p>
<p><strong>Principle 1: the state of the fish stock</strong></p>
<ul><li>The abundance of the Pacific hake stock has been independently surveyed every 2-3 years since 1977, and stock assessments are conducted annually. In 2000 and 2001, the stock was overexploited. However based on the official 2008 stock assessment, there is a high probability that the hake stock is currently being exploited at sustainable levels. <br /></li></ul>
<p><strong>Principle 2: the impact of the fishery on the marine environment</strong></p>
<ul><li>Bycatch and discard levels in this fishery are low. Regular assessments are made of the main bycatch species, but some of these populations are depleted so the fishery is using a precautionary approach to altering fishing practices to allow for the recovery of these species. There is little contact with the sea bottom or resulting habitat impacts since this trawl fishery operates mid-water in the pelagic zone.<br /></li></ul>
<p><strong>Principle 3: the fishery management systems</strong></p>
<ul><li>The Pacific mid-water trawl fishery operates within a legally robust management framework that complies with domestic, regional and international law.&nbsp; To enhance transparency and effectiveness, the fishery will be independently reviewed to identify and address gaps in the fishery monitoring program.&nbsp; <br /></li></ul>
<h3>Challenges</h3>
<p>In order to ensure its continuing
sustainable operation this fishery made a commitment to improving its performance
where it scored between 60-80. Some of the actions the fishery has committed to
are: &nbsp;</p>
<ul><li>The client group has committed to re-evaluating the maturity data used in stock assessments to ensure the life history characteristics of Pacific hake are fully accounted for and updated periodically. Fisheries and oceanographic studies will also be used to inform the stock assessment process, so that the effects of environmental influences on hake abundance and distribution are taken into account as appropriate. Additionally, the management strategy will be evaluated to ensure that it is set at a precautionary and effective level, since Pacific hake have high recruitment variability. For the US fishery, further research is planned on corrective actions to determine whether enforcement priorities were met and were effective.<br /></li></ul>
