More about hake

Hake is slow growing fish with a lifespan of about 14 years. It is known to grow to about 115 cm and males and females are very not very easily differentiated. The larger Merluccius capensis is known to prey on young Merluccius paradoxus, and cannibalism is also seen in both species. Both species aggregate to spawn – once in early summer and again in autumn.

After fertilisation at depth, hake eggs float to the surface and the larvae quickly develop and become free swimming in the upper levels of the sea. After a short period, baby hake then migrate to the bottom of the sea.

Hake also undertake daily vertical migration – they aggregate close to the bottom in the daytime and then disperse and move higher in the water in the night to feed on fish and plankton. Trawlers target hake at the bottom of the sea in the daytime.

More about the fishing methods

Deep-water hake Merluccius paradoxus is predominantly trawled and shallow-water Merluccius capensisis is largely caught by inshore trawl, longline and handline. Trawls are tunnel shaped nets with a wide open mouth and a closed off tail where the fish are collected. These are dragged along the bottom or through the water column to catch fish.

The deep-sea trawl sector for South African operates primarily on the shelf edge in waters deeper than 300 metres from the Namibian border southwards to the south coast.

The inshore trawl fishery operates along the South African south coast and typically comprises mostly small side-trawlers working in waters shallower than 110 metres on the Agulhas Bank.

Fishery tonnage

134,000 tonnes

Commercial market

Hake is by far the most valuable fish resource in South Africa. The main export markets for these hake are frozen fish to Spain; frozen fillets to Spain, France, Portugal, Italy, Australia and the USA, and fresh chilled hake to Germany, Spain and France. In the USA, South Africa hake is often marketed as ‘Cape capensis’.

Meet the South Africa hake trawl fishers

Hake is one of the most easily available MSC-labelled seafood products on supermarket shelves around the world, with many consumers choosing MSC-labelled ‘cape hake’ for its moist, flaky and well flavoured white flesh.

In April 2004 this became the first African fishery to meet the MSC environmental standard for sustainable fishing.

The fishery is represented by the South African Deep-Sea Trawling Industry Association (SADSTIA), based in Capetown. When the fishery was first certified, SADSTIA’s secretary, Mr CAR Bross, told the story of how the fishery was rescued after decades of intensive fishing:

"By the end of the seventies the fishery had been brought to near ruin by the unrestricted activities of international distant water fleets trawling the South East Atlantic. Over the last twenty years we have conscientiously worked and invested in the future of this fishery by adopting policies to ensure the future prosperity and abundance of the resource. We are proud that this fishery is now producing more for South Africa than ever before. It demonstrates how industry and government can work constructively together and we are happy to be measured against the rigorous, internationally recognised, MSC standard to validate our sustainable fishery and its good management."

South African hake is by far the most valuable fish resource in South Africa. Export markets for the product include some of the most competitive in the world. Countries such as Spain, France, Portugal, Italy, Australia and the USA are already familiar with the high quality of South African hake products, with demand growing yearly.

Overview of how the South Africa hake trawl fishery scored in assessment against the Marine Stewardship Council (MSC) environmental standard for sustainable fishing.

This is an overview of how the South Africa hake fishery scored in its 2007-2010 reassessment against the MSC standard. For the certifiers evaluation please download the full public certification report with detailed information on the performance of this fishery against the criteria of the MSC environmental standard for sustainable fishing.

The fishery scored as follows in assessment against the MSC standard for sustainable fishing. The highest possible score for each principle is 100 and a fishery must score at least 80 against each principle to get certified:

Sustainability strengths

Some points on which the fishery scored over 90 are outlined below.

Principle 1: the state of the fish stock

• The basic population parameters of these 2 species are all known and reported, including age and growth, mortality, fecundity, early development and larval distributions.
• Fishing related mortality (landings, discards, and incidental mortality), fishing effort, fishing methods and gear types are well understood. This knowledge enables effective management strategies to be implemented.
• Clear, tested decision rules are set out in the form of the OMP.
• Current stock status is evaluated relative to reference points and forecasts made for the future allowing for a wide range of uncertainties.

Principle 2: the impact of the fishery on the marine environment

• The nature and distribution of all habitats relevant to the fishing activity are known in detail. This means that the effect of fishing on the surrounding ecosystem can be well monitored and appropriately managed.
• The trawl fishery is not known to interact with reef species and protected species of birds. There is also a good knowledge of all other populations of protected species directly or indirectly related to the fishery. Critical habitats like breeding grounds for birds and seals, and bird/whale feeding areas are also well known and protected.

Principle 3: the fishery management systems

• The management system is subject to regular and frequent internal review by consultants and stakeholders so it stays relevant.
• There are no subsidies in the system which encourage unsustainable fishing, and there are incentives which promote sustainable fishing.
• The stock is regularly evaluated and, if necessary, harvest is reduced to allow stock recovery.
• Key research areas requiring further information have been identified.

Challenges

In order to ensure its continuing sustainable operation this fishery made a commitment to improving its performance where it scored between 60-80. Seven conditions have been raised in the reassessment as listed below. Further details of the conditions are given in Section 11.1 of the report.

• Condition 1 Rebuilding of M. Paradoxus stock
• Condition 2 Uncertainty of impacts on benthic habitat
• Condition 3 Bycatches (retained and non retained species)
• Condition 4 External review (of management system)
• Condition 5 Separate species/ transboundary stock management issues
• Condition 6 Research
• Condition7 Limit and target reference points for M paradoxus
