Meet the South Georgia Patagonian toothfish fishers

South Georgia Patagonian toothfish is wild-caught at depths down to 5,000 feet by this small fishery, located in the Antarctic region around the island of South Georgia and the South Sandwich Islands in the South Atlantic Ocean.

One of the most remote regions on the planet, blue glaciers and crystalline waterways characterize this polar region off southern South America. On the South Sandwich Islands, harsh weather conditions and active volcanism make it difficult to approach by ship. In South Georgia, where 161 glaciers coat more than half of the rugged island, steep mountains meet the sea in a series of high cliffs broken by large bays and inlets that make picture-perfect scenery.

Toothfish are a long-lived species and can be sourced from the southern oceans pan-globally. Overall, the global fishery has experienced overfishing, seabird by-catch, and illegal, unregulated and unreported (IUU) fishing. MSC encourages buyers to seek out only MSC-certified toothfish.

Currently, only the South Georgia and South Sandwich Islands fishery in the southern Atlantic is MSC-certified, and it catches less than 5,000 metric tonnes annually, which is about 5 percent of the total global toothfish catch each year. It is an excellent example of a fishery making changes in fishing practices to become sustainable and reduce impact on the ocean environment.

BirdLife International, a global partnership of conservation organizations, described this Patagonian toothfish fishery as “one of the best managed in the world…the seabird by-catch mitigation techniques used in this fishery make it the premier example of best practice to which other comparable longline fisheries around the world should aspire." The fishery has taken measures to reduce seabird bycatch of albatross from several thousand annually to single figures.

Commercial success

Stores and restaurants that once removed all Patagonia toothfish from their shelves and menus have reintroduced MSC-certified toothfish products, as they are now confident it is not contributing to the problems of overfishing of the species. The fishery also addressed other issues of concern as part of attaining MSC certification; stringent requirements include 100% observer coverage with an independent observer aboard every vessel on every trip to record catch data.

Patagonian toothfish is sold in the United States as Chilean sea bass, in Japan as mero, in Mauritius as butterfish and in Chile as bacalao. One of the richest and most sought-after fish on the market, toothfish is a moist and tender white fish that flakes easily.

Recertification of fishery - October 2009 - October 2014

This is an overview of how the South Georgia Patagonian toothfish longline fishery scored in assessment against the MSC standard. For the
certifiers evaluation please download the full public certification
report with detailed information on the performance of this fishery against
the criteria of the MSC environmental standard for sustainable fishing.

The fishery scored as follows in assessment against the MSC standard
for sustainable fishing. The highest possible score for each principle
is 100 and a fishery must score at least 80 against each principle to
get certified:

Sustainability strengths

Some points on which the fishery scored over 90 are outlined below.

Principle 1: the state of the fish stock

There is a strong knowledge of the biology of toothfish. Including the life history, geographical range of the stock.

Data on key features of the fishery, including sources of mortality, gear selectivity and details of the fleet engaged in the fishery is comprehensive and provides a sound basis for management action.

Regulations to constrain harvest are well tested and effective.

Principle 2: the impact of the fishery on the marine environment

There is knowledge of all populations of protected species directly or indirectly related to the fishery.

Data on the extent of by-catch, discarding and un-observed mortality is detailed and provides a good basis for evaluating the impacts of the fishery.

Management strategies are in place to monitor, detect and reduce ecosystem impacts related to the fishery.

Principle 3: the fishery management systems

Key research needs in the fishery have been identified, and the Scientific Committee of the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) regularly reviews the adequacy of information and research needs. CCAMLR's system allows for scientific papers to be tabled on new issues, which can then be addressed.

Sustainability strengths

Some points on which the fishery scored over 90 are outlined below.

Principle 1: the state of the fish stock

The species is easily identified by the fishers and regulators.

Fishing methods and gear types are known throughout the fishery. Only long-line fishing is employed and the methods are verified by independent fishery observers.

Principle 2: the impact of the fishery on the marine environment

There is knowledge of all populations of protected species directly or indirectly related to the fishery.

British Antarctic Survey collects data for South Georgia seabirds affected by longlining.

The International Whaling Commission monitors whale populations.

Challenges

In order to ensure its continuing
sustainable operation this fishery made a commitment to improving its performance
where it scored between 60-80. Some of the actions the fishery has committed to
are:

Existing studies are to be reviewed and, where necessary, extended in order to demonstrate that the toothfish stock at South Georgia is sufficiently discrete that locally implemented management measures alone should be sufficient to ensure the sustainability of this stock.

Each vessel is to give an estimate of hooks discarded in fishery waste that are available to birds, this is primarily in the discard of fish heads.

A strategy or research plan should be developed to obtain reliable information on fishery-related impacts on rajid (skates and rays) populations.

Method of capture

Bottom set longlines only. Although small amounts of toothfish are also taken in an experimental pot fishery, this is not subject to certification. All landings are, however, set against the TAC.

Directed ultimately by the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) which develops fisheries management systems for all Southern Ocean waters. Within the Maritime Zone, management is implemented by the GSGSSI. As an Overseas Territory of the UK, international relations relating to SGSSI are the responsibility of the UK Government and are dealt with through the Polar Regions Section of the Overseas Territories, of the Foreign and Commonwealth Office, UK (FCO).
