Fishery management
The federal Department of Fisheries and Oceans is the responsible body for the management of herring fishing in NAFO Division 4R. Current management measures applicable for the fishery are defined in the 2006-2008 Herring Integrated Fisheries Management Plan (IFMP), which has been rolled over annually. The IFMP identifies quota allocations fishing seasons and areas, including tools utilised in controlling and monitoring fishing activities, licensing, regulation and measures.
Commercial market
Mature Atlantic herring are primarily exported as smoked, fresh, frozen, roe, sardines, pickled/cured and canned. Products from this fishery are destined to the Caribbean, Japan, the United States and Eastern Europe.

The target eligibility date for this fishery will be 6 months prior to the publication of the Public Comment Draft Repert.
The MSC ecolabel can only be applied to product from certified fisheries. The MSC program does allow, in certain circumstances and within strict traceability requirements, the MSC ecolabel to be applied following certification to product caught before the actual date of certification. The target eligibility date therefore represents the date from which products may become eligible to carry the MSC ecolabel, however they cannot be sold until and if the fishery is certified. The actual eligibility date will be determined if the fishery is certified to the MSC standard.
