Auditor Personnel Competencies

Introduction

As part of MSC's Certification Body (CB) Learning & Development Strategy, a competency framework for different groups of CB audit personnel including auditors is being developed. The purpose of developing this framework is to ensure that minimum levels of competency are set to further ensure consistent and robust fishery assessment and chain of custody audit outcomes.

Objectives

The objective of this consultation was to receive stakeholder views on the proposed framework.

Results of the consultation

Comments were received by a range of stakeholders, who provided comment on the Auditor Competencies Framework. The proposed auditor competencies were withdrawn in the light of comments received to allow further time for their development, and revised competencies are now due for consultation this October (see Next steps below). MSC provides specific responses via email to consultees on comments received.

The MSC's Technical Advisory Board (TAB) approved the addition of a requirement for CAB audit personnel (i.e. lead auditors, auditors and team leaders) to undertake training on annual updates to the scheme documents. The new requirements can be found in the MSC Certification Requirements version 1, now available for download here. The new requirements have been issued to certifiers and will become effective on November 14th.

Next steps

These changes are part of the implementation of the wider Conformity Assessment Body (CAB or certifier) Learning and Development (Training) Strategy. The focus of attention is now on the development of competency criteria and verification mechanisms for audit personnel. Draft competency criteria and verification mechanisms are due to be published for consultation in October 2011.
